8254 timer for SLP_S0 support.

Check to enable render standby support.

The control of Active State Power Management of the DMI Link.

PCI Express Clock Gating Enable/Disable for each root port.
Legacy IO Low Latency
Set to enable low latency of legacy IO. Some systems require lower IO latency
irrespective of power. This is a tradeoff between power and IO latency.
